PCCW owns about 10000 Wi-Fi hotspots in Hong Kong, located at shopping malls, coffee shops, PCCW phone kiosks, convenient stores. PCCW also has Wi-Fi hotspots in many MTR stations.
The free Wi-Fi is applicable to all the smartphones and tablets equipped with operating system of Windows Mobile, Symbian, Windows Phone, BlackBerry, Android, IOS and UIQ.
If you would like to try this PCCW free Wi-Fi service, you can connect your devices to any designated “PCCW Free” Wi-Fi hotspots and input the user’s name, mobile number and the first 4 digits of your HKID card number. You will receive an “Activation Code” on your cell phone by SMS. Then you can activate your free Wi-Fi and enjoy two-month service for free.
Please be aware that universities and other institutions of tertiary education, Airport Express trains and KTT trains are not included in this free Wi-Fi promotion.

It can be used for everyone in Hong Kong. It’s wifi service no matter which sim card you use. You only need to follow the register requirement and get yourself an activation code.
