Frankly speaking, if there is no typhoon or super heavy rain the theme parks will not shut down or stop their attractions. Yes, occasionally some outdoor rides might be closed due to the bad weather. However, there are plenty of indoor attractions you can do inside the parks.

Usually, I don’t recommend visiting Victoria Peak on a rainy day. However, sometimes it happens that it starts raining while you travel to it. If this happens, then either you can spend some time in the Peak Tower or the Peak Galleria. There are plenty of shops and restaurants where you can do some shopping or grab a bite.

In case you are not interested in shopping, then there is another option: The Madame Tussauds. This famous wax museum is a great and fun way to get away from the rain. Postpone your trip to the beach, outlying islands, hiking activities and The Peak if you encounter heavy rain and severe weather conditions. You might encounter strong gusty winds, rough sea and/or landslides.
If it really rains cats and dogs, it is more difficult to get a cab. In case you plan to take the subway or other public transportation, prepare that it will be more crowded.
